You can open IIS Manager if you want to configure IIS 7 settings by using the user interface (UI). This procedure assumes that you are viewing the Control Panel in the default Category view.

Click Start, and then click Control Panel.

Do one of the following:
- If you are using Windows Vista® or Windows Server® 2008, click System and Maintenance, and then click Administrative Tools.
- If you are using Windows® 7 or Windows Server® 2008 R2, click System and Security, and then click Administrative Tools.
- If you are using Windows Vista® or Windows Server® 2008, click System and Maintenance, and then click Administrative Tools.

In the Administrative Tools window, double-click Internet Information Services (IIS) Manager.

Click Start.

In the Start Search box, type inetmgr and press ENTER.
You need to install the management console (for windows server 2008 r2)
1) Administrative Tools->Server manager:
2) (left hand side)Roles->Web Server (IIS):
3) (right hand side, probably need to scroll down): Add Role Services
4) find Management Tools and make sure it is selected and installed.
After this is done it will give you:Administrative Tools->Internet Information Services (IIS) Manager
